Sec. 18.08.010. - Generally. No subdivisions of land shall be laid out in the city and no tentative or final map thereof shall be approved unless the provisions contained in this title are complied with.

Sec. 18.08.020. - Design criteria. The following design criteria shall apply to all divisions of land. A division of land which violates any of these criteria shall be denied unless a waiver is granted in accordance with section 18.12.080:
(1) The alignment of all streets shall, where possible, conform to the alignment of existing streets in adjoining subdivisions or to projections of existing streets when the adjoining property is not subdivided. Jogs and offsets between existing streets and proposed streets in any subdivision shall be avoided wherever possible.
(2) Streets and alleys shall be arranged in contemplation of the subdivision of all adjoining unsubdivided property and shall not be laid out so as to prevent or interfere with the subdivision of adjacent unsubdivided property in accordance with this title.
(3) Streets which are extensions or approximate extensions of existing streets shall conform in width to existing streets, but in no event shall be less than 60 feet in width, except where the topography renders construction to such width extremely difficult or impossible, streets 50 feet in width may be accepted by the city council.§
(4) Streets which are main thoroughfares as shown on the circulation element of the general plan shall conform to the width fixed or determined, or which may hereafter be fixed or determined, for such streets.
(5) Intersections of local streets or of local streets with streets shown on the circulation element of the general plan shall be offset at least 200 feet.§ Four-way intersections are to be avoided wherever possible.
(6) In general, the streets shall extend to the boundary of the subdivision to provide the proper access to the adjoining property, and provide for proper connection with highway systems for contiguous and adjacent land.
(7) Intersections of streets shall be at an angle of 90 degrees or as close to such an angle as practical.§
(8) Grades of all streets and alleys shall be between a minimum of 0.5 percent and a maximum of 15 percent.§ Waivers of this condition may be approved in cases of hardship by the city engineer and/or city council.
(9) Streets intended or likely to be permanently dead-ended shall be provided at the dead-end with a standard cul-de-sac. Cul-de-sac streets shall not exceed 600 feet in length.§
(10) The use of alleys shall be optional with the subdivider, but where so used shall not be less than 20 feet in width.§
(11) Provision shall be made for reasonable access to each subdivision over existing streets or by acquiring property for access streets where none already exist. The city council shall not be compelled to accept any tentative or final map until proper access to a subdivision is provided, and the owner or subdivider shall have the responsibility for providing such access.
(12) Every lot shall conform to the minimum lot area and lot dimensions specified in the city zoning code for the zone in which the lot is located at the time the tentative map is submitted to the city council for its approval.
(13) Every lot shall front on a dedicated street or a street offered for dedication unless easement access is permitted by title 19.§
(14) Through lots shall not be allowed unless vehicular access rights are relinquished to one of the abutting streets.§
(15) The side lines of all lots shall be right angles or radial to the street upon which the lots front with a maximum deviation of up to 20 degrees allowed.§
(16) Side and rear lot lines shall be located along the top of manmade slopes.
(17) Every corner lot shall have a corner cutback at intersecting street as required by the city engineer.§
(18) Grading within the subdivision should not be in excess of that required to develop the list in harmony with the natural configuration of the land.§
(19) The design of the subdivision shall provide to the extent feasible for future passive or natural heating or cooling opportunities in the subdivision as required by section 66473.1 of the Subdivision Map Act.§
(20) The design of the subdivision shall comply with the requirements for grading and erosion control, including the prevention of sedimentation or damage to off-site property, as set forth in the Uniform Building Code and other city building regulations.§

Sec. 18.08.040. - Dedications. (a) Every street, alley or other public place shown on any subdivision map shall be offered for dedication to the public use in accordance with city standards.
(b) Streets which are proposed on the boundaries of a subdivision shall have a dedicated width of not less than 40 feet, together with a strip of land one foot wide on its outer edge which shall be offered to the city for street purposes and over which access rights are relinquished.§
(c) All streets proposed to be terminated at the subdivision boundary shall include a strip of land one foot wide across the street at its point of termination at the boundary which shall be portions of the adjacent lots, offered for street purposes and over which access rights are relinquished.
(d) Where it is necessary to extend a street beyond the boundaries of a subdivision to provide adequate circulation for residents of the subdivision, the subdivider shall cause the required easements to be dedicated to the city and shall improve the easements in accordance with city standards.
(e) Where a drainage facility or flood control facility is necessary for the use of lot owners or for the protection of lots, adequate rights-of-way for such drainage facilities or flood control facilities shall be offered for dedication to the city or to such other public entities as the city council designates and shall be shown on the map.§
(f) Where it is necessary to extend a drainage facility or flood control facility beyond the boundaries of the subdivision for adequate drainage or flood control needs, the required rights-of-way shall be offered for dedication and shown on the map.
(g) Drainage facilities and flood control facilities within and without the subdivision shall be provided so as to carry storm runoff both tributary to and originating within the subdivision.
