An entertainment overlay district is an overlay district that is superimposed over the High Intensity Mixed-Use (MU-H) zoning district with the intent of supplementing generally applicable development regulations with additional development regulations that address special area- and use-specific conditions, features, or plans while maintaining the character and purposes of the underlying base MU-H zoning district. The standards and requirements included in this overlay district apply to all development in an entertainment overlay district as identified.
An entertainment overlay district may only be approved with a base High Intensity Mixed-Use (MU-H) zoning district. Any casino gaming use must be within an entertainment overlay district. Minimum district size 25 acres. Maximum density 60 units per acre. Maximum building height 200 feet.

All development in an entertainment overlay district shall comply with Sec. 40.2-306 Exterior Lighting, unless modified in accordance with section e. below, with the following exceptions:
