1General provisions
55 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
No structure or land shall hereafter be located, altered, or have its use changed within the special flood hazard area without full compliance with the terms of this chapter.
New construction and substantial improvements of any residential structure shall have the lowest floor (including basement)... elevated to one-foot above the base flood elevation.
All plats and subdivision of land within the corporate limits... shall conform to the following rules and regulations.

The chapter shall apply to all special flood hazard areas and areas removed from the floodplain by the issuance of a FEMA letter of map revision based on fill (LOMR-F) within the jurisdiction of the city of Cortez, Colorado.
Screen means a fence or wall which is at least three and one-half (3.5) feet in height... Bulletin boards not over twenty (20) square feet... Directional signs not exceed three (3) square feet...
The Colorado statewide standard for the designated height to be used for all newly studied reaches shall be one-half foot (six inches).
No operation or use in any district shall at any time create smoke and particulate matter that... No use shall be located or operated in any district that involves the emission of odorous matter... No open storage of materials or commodities shall be permitted in any district except as an accessory use...

All uses in any district of the city shall conform in operation, location and construction to the subjective performance standards herein specified so that the public health, safety and welfare will be protected.

Any subdivision proposed on county land and located within three (3) miles of the city shall be referred to the city for consideration by the planning commission.
Any nonconforming use that is discontinued for, or that remains vacant for a period of six (6) months, shall be considered to have been abandoned.
Any person violating any of the provisions of this code shall be fined not more than three hundred dollars ($300) upon conviction, or imprisoned for a period of up to ninety (90) days, or both such fine and imprisonment.
A property right that has been vested as provided in subsection (a) of this section shall remain vested for a period of three (3) years.
No building or structure shall be erected, constructed, moved, altered, repaired, or enlarged, nor shall any new use of land or buildings be established, unless it conforms to the regulations prescribed herein for the zoning district in which it is located. No lot or parcel of land shall be reduced in size or dimension below the minimum requirements established by this code for the zoning district in which it is located. (Sec. 10-2-6(b)(c))
