The purpose of the C Commercial district is to provide a district for the location of commercial uses oriented along major thoroughfares.

It is recognized that the City is a small city and any industrial operation which would be located in the City limits would be in close proximity to both residential areas and commercial areas. Accordingly, the purpose of the I Industrial District is to provide a land use in which industrial and manufacturing operations may locate.
