General provisions
88 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
All subdivision proposals and other proposed development shall have public utilities and facilities such as sewer, gas, electrical and water systems located and constructed to minimize flood damage.
Both newly created parcels must have a minimum lot size of one thousand two hundred (1,200) square feet. ... The resulting parcel shall have four-foot (4') side and rear yard setbacks.
The subdivider may be required to plant street trees at no more than twenty-five feet on center along all public or private streets within and/or bordering the subdivision. ... All utility distribution facilities shall be placed underground.
The land use must be allowed by this zoning ordinance in the zone applied to the site.
If a street or alley is vacated or abandoned, the property that was formerly in the street or alley will be included within the zone of the adjoining property on either side of the centerline of the vacated or abandoned street or alley.
Any property not clearly designated on the zoning map in any of the zones established by article II shall hereby be designated as being in the RPD (residential planned development) zone.
A land use that is not listed ... is not allowed ... The director may determine that a proposed use is similar to and compatible with a listed use...

The R-3-10 zone is intended to promote and encourage the establishment and maintenance of a suitable environment for higher density residences in areas appropriate by location and character for multifamily dwellings. The R-3-10 zone conforms with the general plan land use designation very high density (VH) and requires a minimum residential density of 10 dwelling units per acre.
Allowable exterior building materials are set forth in Table 2-E. Materials not allowed include vinyl and aluminum products... Solid wood or steel sash windows are required.
Residential development projects shall provide usable open space for the private and shared use of its residents and their guests in accordance with table 2-F.
Development projects shall make improvements to adjacent public sidewalks. Street frontage improvements shall include all of the following: a continuous path for pedestrian travel...

Permitted uses in the M zone: floats or dolphins for private pleasure craft; boating, swimming and fishing; and parks when in conformance with the general plan.
Proposed development within the public/quasi-public zone shall be designed and constructed in conformity with the public zone development standards in table 2-6.
Proposed development within the P&R zone shall be designed and constructed in conformity with the development standards in table 2-7.
Permitted uses: multifamily dwellings; two-family dwellings. Development standards: max height 3 stories or 38 ft., max FAR .31, density 12.9 to 20.7 units per acre.
No buildings or structures shall be erected, reconstructed, moved, converted, or structurally altered in any manner, nor shall any buildings, other structures, or land be used for any purpose or in any manner other than as permitted by and in conformance with the general plan and this zoning ordinance.
