General provisions
29 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
No lot shall have less than sixty feet of street frontage... blocks shall be not more than one thousand nor less than four hundred feet... All utility distribution facilities... shall be placed underground.
No penthouses or roof structures for the housing of elevators, stairways, tanks, ventilating fans or similar equipment, towers, including elevator or stairway towers, steeples, roof signs, chimneys, or other similar structures shall exceed the height limit provided in this title. If specifically permitted within a zoning district, radio and television masts, telecommunication towers, electrical generating towers, flagpoles, and smokestacks may extend not more than thirty feet above the height limit provided in this title.
No detached accessory buildings in residential zones may exceed two stories, or thirty-five feet in height... no accessory buildings in residential zones, if one story in height shall be located nearer than five feet to any side or rear lot line.
Garages facing the street shall be set back at least twenty feet from the property line or back of sidewalk where sidewalks exist.
Cornices, canopies, carports, eaves, or other similar architectural features not providing additional floor space within the building may extend into a required front, side or rear yard not to exceed two feet. Open, unenclosed uncovered porches, platforms or landing places which do not extend above the level of the first floor of the building, may extend into any front, side, or rear yard not more than six feet.
In residential zones, no fence, non-structural wall or hedge located in the rear or side yards shall exceed a height of six feet above finish grade. In residential zones, no fence, non-structural wall or hedge located in the required front yard shall exceed a height of four feet above finish grade.
No building shall be erected, and no existing building be moved, altered, added to or enlarged, nor any land, building or premises be used, designed or intended to be used for any purpose or in any manner other than a use specifically listed in this title or amendments thereto as permitted in the zones to which such land, building or premises is located;
Supportive housing and transitional housing shall be subject to those restrictions that apply to other residential dwellings of the same type in the same zoning district.
Low barrier navigation centers shall be allowed by right in any mixed use and nonresidential zoning districts permitting multifamily uses.
No person shall keep or maintain more than four dogs or cats (a maximum of four animals) over four months of age.
Development within Safety Zones 5 and 6 identified in the Westover Field Airport Land Use Plan (ALUP) shall be reviewed by the City for compatibility with the ALUP and may be subject to Amador Airport Land Use Committee review.
Minimum lot area 3,500 sq ft or 1,000 sq ft per dwelling unit; min distance between buildings 6 ft; lot coverage max 75%; density 16-29 units/acre.
Required vehicle parking requirements shall conform to the provisions of chapter 18.48, off-street parking; and In compliance with section 18.48.030, a change in use requires the appropriate minimum requirement for off-street parking.

Any part of a building, structure or land occupied by a nonconforming use, which use is abandoned or discontinued for a period of two years or more, shall not again be used or occupied for a nonconforming use.
Minimum parking stall dimensions shall be eighteen feet long and nine feet wide. The minimum aisle width shall be twelve feet per travel lane.
A conditional use permit is required for all telecommunication towers and electrical generating towers. Sites shall be limited to commercial and industrial zoning districts.
Provisions of this chapter shall apply to the R-3, C-1, C-2, DTC, MUC, I-1, and I-2 zones.
A variance granted under the provisions of this section shall expire within one year from the date of its granting unless a building permit is obtained and construction commenced.
