  If an environmental impact report is prepared... within six months

• Approval time with negative declaration3 months

  If a negative declaration is adopted... the project shall be approved or disapproved within three months

  extend the expiration date ... by no more than a total of three years

  An approved permit is valid for 36 months from its effective date
