Because of special circumstances concerning the subject property including size, shape, topography, location or surroundings, the strict application of the zoning regulations deprives the property of privileges enjoyed by other properties in the vicinity and in the same zoning district; the variance will not constitute a grant of special privilege; the variance substantially complies with the intent and purpose of the zoning district; and for open space variances, no conflict with general plan policies.
