The entity authorized to issue a permit may allow deviations from the applicable setback requirements if the property cannot reasonably be developed without such deviations, necessitated by size or shape, and no significant adverse impact.
From the ordinance
A nonconforming lot of record that does not comply with the current access, area, or dimensional requirements... shall be considered to be a legal building site if it meets one of the criteria specified by this section. The City shall not require additional parking stalls for residential uses proposed on nonconforming lots.
