Solid waste transfer station means a facility, as defined in Public Resources Code Section 40200 (commencing with Section 6500 et seq.), which receives solid wastes, temporarily stores, separates, converts, or otherwise processes the materials in the solid wastes, or transfer the solid wastes directly from smaller to larger vehicles for transport. This does not include a facility whose principal function is to process wastes which have already been separated for reuse and are not intended for disposal.
