Sign means any display used to promote the interest of any person, product, or place of business when placed out-of-doors, other than in an enclosed courtyard, except the following: Any official notice issued by a court or public agency or posted by a public official in the performance of a public duty or by any person in giving legal notice; Display required or authorized by law.
