Commercial vacation rentals are prohibited in the RDR, LDR, MDR, and HDR zoning districts within the Carmel Valley Master Plan area.

Individual occupancy is limited to six or fewer consecutive months and shall not exceed three hundred (300) days within a 12-month period.
- Maximum number of clients
The maximum number of clients permitted to be served (eating, showering or sleeping) nightly shall not exceed the total number of beds provided within the facility or one person per one hundred twenty-five (125) square feet of floor area, whichever is less.
- One commercial vacation rental per legal lot of record
Only one commercial vacation rental shall be allowed per legal lot of record, regardless of the number of dwellings on the legal lot of record.
Off-street parking shall be provided, in accordance with Section 21.58.040.

No homeless shelter shall be within a 300-foot radius from another homeless shelter.

Homeless shelters shall be located no further than two thousand five hundred (2,500) feet from a public transit stop.

A minimum of five percent of the total square footage of a homeless shelter shall be designated for indoor on-site waiting and client intake areas.
