An amendment to the official zoning map may be approved only if all of the following findings are made: (a) consistent with the general plan; (b) not detrimental to the public interest, health, safety, convenience, or welfare of the city; (c) maintain the appropriate balance of zoning districts/land uses within the city; (d) subject parcel(s) physically suitable.
