From the ordinance
Adult Day Program (land use). This land use consists of a non-medical community based facility that provides a program of care to people 18 years of age or older in need of personal care services, supervision, or assistance essential for sustaining the activities of daily living or for the protection of the individual. The facility cannot be open more than 16 hours per day and must be licensed by the California Department of Social Services as an Adult Day Program.
