A Tree Removal Permit shall not be required for the following: A. Removal of trees that are dead, diseased, or hazardous... B. Removal of trees that are causing damage to structures... C. Removal of trees that are part of a timber harvest plan... D. Removal of trees that are part of a fire safety plan... E. Removal of trees that are part of a project approved through a Master Plan... F. Removal of trees that are determined by the Director to be exempt.

From the ordinance
A Tree Removal Permit shall be required for the removal of any tree that meets the following criteria: A. The tree has a trunk diameter of 6 inches or more, measured at 4.5 feet above the ground; or B. The tree is a heritage tree, as defined in this Development Code; or C. The tree is located in a designated scenic corridor or historic district; or D. The tree is determined by the Director to be significant due to its size, age, species, or location.
