No significant tobacco retailer shall be located within 1,000 feet from a parcel occupied by the following uses: public or private kindergarten, elementary, middle, junior high or high schools; licensed child day-care facility or preschool; public playground; youth or teen center; public community center or recreation center; arcade; public park; public library; or houses of worship conducting youth programs.
