A mobilehome or manufactured home shall be allowed as a dwelling outside of a mobilehome park and where single-family dwellings are permitted consistent with Government Code § 65852.3, subject to the following standards: (1) Zoning district standards. A mobilehome or manufactured home shall be installed in compliance with the standards of the applicable zoning district. (2) Permanent foundation.
