Above ground surface parking may be located within 20 feet of a street facing property line when the Director makes the following findings: 1. Buildings are built close to the public sidewalk to the maximum extent feasible; 2. The parking area is screened along the public right-of-way with a wall, hedge, trellis, or landscaping; and 3. The site is small and constrained such that underground, partially submerged, or surface parking located more than 20 feet from the street frontage is not feasible.
