The proposed use is consistent with all applicable sections of the general plan and this chapter and is consistent with any applicable specific plan or master plan; The proposed use and the conditions under which it would be operated or maintained will not be detrimental to the public health and safety nor be materially injurious to properties or improvements in the vicinity; Any other findings the Director deems necessary to support approval or denial of the proposed use.
