No circus, carnival, amusement park, open air theater, race track, private recreation center, or similar establishment shall be established in any zone unless and until a use permit is first secured... No dance hall, road house, nightclub, commercial club, or establishment where liquor is served or sold... shall be established in any zone where such uses may be otherwise allowed unless a use permit shall first have been secured.
