On or after July 27, 1998, in the zoning districts set out in subsection (a) of this section, no more than two manufactured homes shall be placed on any individual lot or parcel of record.

Village district, provided that no manufactured home shall be used for business purposes in the village district except for home occupations as defined by this chapter. ... Permanent manufactured home parks shall be permitted in the following zoning districts ... Village district.
