Uses

Permitted by right3

  • Agricultural uses, such as general farming, pasture, grazing, outdoor plant nurseries, horticulture, truck farming, forestry, and farming, and wild-crop harvesting.
  • Public and private recreational uses and activities, such as parks, day camps, picnic grounds, golf courses, swimming areas, hiking and horseback riding trails, wildlife and nature preserves, game farms, fish hatcheries, and fishing areas.
  • Open accessory residential uses, such as yard areas, gardens, play areas and previous loading areas, but not storage or other structures.

Conditional / special use3

  • Structures, except for manufactured homes, accessory to the uses and activities in subsection 66-551(a).
  • Utilities and public services.
  • Temporary uses, such as circuses, carnivals and similar activities.

Prohibited2

  • Any use, structure, fill, deposit, obstruction and/or storage of materials or equipment that will result in affecting the capacity of the floodway or unduly increasing flood limits.

Other

  • Electrical installations

    All electric water heaters, electric furnaces and other critical electrical installations shall be permitted only at elevations at or above the level of the 100-year flood.

  • In floodway fringe and approximated floodplain districts, the development and/or use of land shall be permitted in accordance with the regulations of underlying district provided that all such uses, activities and/or development shall be undertaken in strict compliance with the elevation, floodproofing and related provisions contained in the Virginia Uniform Statewide Building Code.

  • Floodway permitted uses

    The following uses shall be permitted in the floodway district, provided that they are in compliance with the provisions of the underlying district: agricultural uses, recreational uses, open accessory residential uses.

  • No use, structure, fill, deposit, obstruction and/or storage of materials or equipment will be permitted in the flood hazard district that, acting along or in combination with existing or future uses, will result in affecting the capacity of the floodway or unduly increasing flood limits.

  • Floodway special exception uses

    The following uses may be permitted in the floodway district as a special exception: structures accessory to uses, utilities and public services, temporary uses.

  • The placement of any manufactured home within the Flood Hazard district is specifically prohibited.

  • Sanitary sewer design

    All new or replacement sanitary sewer facilities and private package sewage treatment plants, including all pumping stations and collector systems, shall be designed to minimize or eliminate infiltration of floodwaters into the systems and discharges from the systems into the floodwaters.

  • Consistency with state building code

    All subdivision proposals and other new developments in the flood hazard district, including utilities and drainage, shall be located and designed to be consistent with the need to minimize flood damage as stated in the Virginia Uniform Statewide Building Code.

  • Site plan criteria

    The administrator shall review all proposed building sites to determine that they will be reasonably safe from flooding. The owner or developer of any proposed subdivision and/or other new development in the flood hazard district shall submit a site plan to the administrator that includes required information.

  • Storm drainage design

    All storm drainage facilities shall be designed to convey the flow of surface waters without damage to persons or property. The system shall ensure drainage away from buildings and on-site waste disposal sites.

  • Water facilities design

    All new or replacement water facilities shall be designed to minimize or eliminate infiltration of floodwaters into the system and shall be located and constructed to minimize or eliminate flood damages.
