If the subdivision cannot be accomplished without development, such development must be in accordance with applicable provisions of Article 2, § 18-238, Chesapeake Bay Preservation Areas Overlay (CB-O), including the use of best management practices for control of non-point source pollution to offset the effects of development within the resource protection area.
