The Administrator may grant administrative exemptions to the district height regulations to permit reasonable increases in height for the following situations: Church spires, belfries, cupolas, monuments, chimneys, water towers, fire towers, cooling towers, radio and television antennas may be permitted to exceed the height stipulated in the district regulations by no more than 25 percent if attached to a building, or to a maximum of 100 feet if free-standing. Parapet walls or similar structures may exceed the maximum height limit by not more than four feet. ... buildings which are accessory to a single-story building may be constructed to a maximum height not exceeding 1.25 times the height of the principal building. In cases where this is permitted, the accessory building shall be separated from the principal building by a distance of at least 20 feet.
