Overlay districts are established to provide supplemental regulations to the underlying zoning districts. The regulations of the overlay district shall apply in addition to the regulations of the underlying district. In the event of a conflict between the provisions of an overlay district and the provisions of the underlying district, the more restrictive provisions shall apply.
