Every development shall retain to the maximum extent possible all existing healthy trees at least six inches in diameter measured at a point three feet above the ground. Removal of healthy trees of at least a six-inch diameter three feet above the ground shall occur only with the approval of the town arborist. No excavation, embankment or other subsurface disturbance shall be undertaken within an area equal to one foot of horizontal distance for every inch in diameter of any tree to be retained, and no impervious surface may be located within 12 and one-half feet of any such tree.
