- Certificate of appropriateness required
No person shall construct, reconstruct, alter, restore, rehabilitate, demolish, or remove any structure or site within a Historic Overlay District, or make any material change in the appearance of any such structure or site, without first obtaining a certificate of appropriateness from the ARB.
- Exemptions from certificate of appropriateness
Exemptions include ordinary maintenance, interior alterations, color changes, temporary structures, emergency repairs, and activities exempt by state/federal law.

ARB shall apply Secretary of the Interior's Standards for Rehabilitation, design guidelines, and purposes of Part 502.
- Right to demolish after denial1 year
If ARB denies a certificate of appropriateness to demolish, owner may submit new application after one year.
