Sign, animated shall mean a sign which changes physical position or involves the use of motion, rotation, or the appearance of motion or rotation. Animated signs can be wind-activated or use mechanical motion powered by natural, manual, mechanical, electrical, or other means, including, but not limited to, pennant strings, streamers, spinners, propellers, and search lights. Animated signs are commonly referred to as "moving signs". For the purpose of this Chapter, flag signs shall not be deemed animated signs.
