Within the R-2 and R-3 residential districts, it shall be permissible to reduce the required lot sizes for single-family detached houses... The reduction in lot size shall not exceed 50 percent... but in no instance shall the reduced lots be less than 7,000 square feet... There shall be available both central water and sewage disposal facilities.
