A place of worship with a seating capacity of more than 300 in the main assembly area that is located in an R-2 or VR Residential District shall be located on a parcel that fronts a minor arterial or collector street.

A decision-making authority may grant modifications of the standards applicable to places of worship on finding that the modification is necessary to eliminate a substantial burden on religious exercise, as guaranteed by the federal Religious Land Use and Institutionalized Persons Act (RLUIPA) of 2000 (42 U.S.C. § 2000), as amended.

Place of worship. 1.
