Hospitals shall be: 1. In compliance with all applicable state regulations regarding the licensing and operation of a hospital; 2. Located on a site that has an area of at least five acres and fronts on or has direct access to an arterial or collector street; 3. Served by a public water and wastewater system; and 4.
