The regulations set by this chapter within each district shall be minimum regulations and shall apply uniformly to each class or kind of structure or land... The ordinance from which this chapter is derived is intended to be an inclusive ordinance. Only those uses, structures, or features permitted in specific district regulations shall be allowed.
