Unless associated with and on property owned by a house of worship or an associated charitable entity, a cemetery shall be at least 20 acres in size. No interment plot shall be located within 50 feet of any external public or private road right-of-way. Rights-of-way throughout the cemetery shall be at least 20 feet in width.
