The zoning administrator shall issue a nonconforming use permit to all owners of property upon which a mobile home is located on December 22, 1980, and the following provisions shall apply to such mobile homes.

If any nonconforming use in existence on the date of adoption is discontinued for a period exceeding two years after the enactment of this chapter, it shall be deemed abandoned.
Any nonconforming use may be changed to a use conforming with the regulations as established for the district in which the nonconforming use is located; provided, however, that a nonconforming use so changed shall not thereafter be changed back to a nonconforming use.
