The height of a sign is computed as the linear measurement from the base of the sign at normal grade to the top of the highest attached component of the sign. If the land is uneven at the base of the sign, the elevation at the halfway point (middle) of the sign at the base must be used. Normal grade is the lower of (i) existing grade prior to construction, or (ii) the newly established grade after construction, exclusive of any filling, berming, mounding, or excavating for the purpose of locating the sign. See Section 8.11.D.
