All processors must operate in an entirely enclosed building, except when the operation is within an area enclosed on all sides by an opaque fence or wall at least 8 feet in height and landscaped on all property lines; and the operation is located at least 300 feet from any property zoned, used, or planned for residential uses. The hours of operation for MRF sites located within 500 feet of a residential dwelling are 8:00 a.m. to 7:00 p.m. Any containers provided for after-hours donation of recyclable materials must be at least 500 feet from any residential dwelling.
