- Floodproofing required
All development must comply with floodproofing provisions of the Virginia Uniform Statewide Building Code.
Manufactured homes shall be elevated on a permanent foundation to or above the base flood elevation and securely anchored.
- Modification threshold
Modifications less than 50% of market value must be elevated/floodproofed; modifications 50% or more must fully comply.
- Utility design criteria
All new or replacement sanitary sewer facilities, water facilities, drainage facilities, utilities, streets and sidewalks shall be designed to minimize flood damage and infiltration.

From the ordinance
In the flood-fringe and approximated floodplain districts, the development and/or use of land shall be permitted in accordance with the regulations of the underlying area, provided that all such uses, activities and/or development shall be undertaken in strict compliance with the floodproofing and related provisions contained in the Virginia Uniform Statewide Building Code.
