Encroachments, including fill, new construction, substantial improvements and other new development, are prohibited within the floodway unless certification by a registered professional engineer is provided demonstrating no increase in flood levels. (§ 152.29(A))

The Floodway District shall be those areas identified as a Floodway on the maps accompanying the flood insurance study. ... Encroachments, including fill, new construction, substantial improvements and other new development, are prohibited within the floodway unless certification by a registered professional engineer is provided demonstrating that encroachments shall not result in any increase in flood levels during the occurrence of the base flood discharge.
