Temporary special events lasting no more than four days, including but not limited to cultural events, musical events, celebrations, festivals, fairs, carnivals, circuses, and communal camping held on private property within the town... A temporary use permit for a special event authorized pursuant to this section shall be limited to a maximum duration of four days, with a maximum of three occurrences per parcel per year.
