The intent of the PD-D district is to encourage revitalization and creative design for residential and commercial lands located in the Downtown Overlay of the Herndon 2030 Comprehensive Plan... Single-family detached dwelling units shall be allowed in sectors 3 and 4 of the Downtown Overlay.
