Design

  • Alteration standards

    A certificate of appropriateness to a building or structure shall be approved only after meeting the following standards: reasonable effort to alter minimally, avoid removal of historic features, consistency with original style, retain craftsmanship, repair rather than replace, etc.

  • Demolition standards

    The building or structure does not contribute to the character of the historic district, would not qualify as a national or state landmark, has a common design, no historic events occurred, etc.

  • Moving or relocating a building

    The relocation shall not have a detrimental effect on the structural soundness of the building, shall not negatively affect other historic landmarks, and shall provide compatible new surroundings.

  • New construction standards

    The design shall be architecturally compatible with the historic landmarks, buildings, and structures in the historic district overlay in terms of size, scale, color, material, and character.

Other

  • Exemptions from certificate of appropriateness

    The following minor development is exempted: storm doors/windows, antennas, skylights, solar collectors not visible from public street, landscaping, grading, walks, swimming pools, retaining walls <12 inches, temporary fencing ≤1 year, etc.

  • Certificate of appropriateness required

    No building, structure, or sign located in the historic district overlay shall be erected, reconstructed, altered, demolished, moved, expanded or restored except in accordance with the provisions of section 78-60.3(g), certificate of appropriateness in the historic district overlay.

  • Single lot development plan exemption

    On properties zoned and used for single-family residential within the historic district overlay, additions that comply with the applicable standards in section 78-60.3(f), and with a footprint between 750 square feet and 1,250 square feet, and disturb less than 2,500 square feet of land, may not be required to submit a single lot development plan.

Setback

  • In the HDO, the front setback for a single-family detached dwelling may be reduced from 35 feet to a lesser amount but not less than 20 feet, in instances where the HDRB makes a finding that such reduction shall cause the subject structure to be more compatible with nearby contributing structures.
