Where land is classified into an overlay district as well as a standard zoning district, the regulations governing development in the overlay district(s) shall serve as supplement to the underlying zoning district provisions. In the event of an express conflict between the standards governing an underlying zoning district and those of one or more overlay districts, the provisions that are more restrictive in protecting the public health and safety shall apply.
