An increase in height or floor area ratio over the height and floor area ratio allowed in table of dimensional standards in the O&LI zoning district, may be permitted by a special exception... The resulting floor area ratio on the parcel does not exceed 1.25. The height of the building does not exceed 160 feet or 275 feet when located within 500 feet of the Dulles Toll Road. A minimum of 50 percent of the site that is the subject of the special exception is open space.
