Floodplain

- AE zone cumulative effect
Until a regulatory floodway is designated, no new construction, substantial improvements, or other development (including fill) shall be permitted within the areas of special flood hazard, designated as Zone AE on the FIRM, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one (1) foot at any point within the City of Harrisonburg.

The Floodplain Zoning District is established as an overlay district. All regulations of the underlying zoning districts shall remain in full force and effect except that the regulations of this article shall apply to all lands within the Floodplain Zoning District.
