A public or private right-of-way or easement may not be included in determining lot frontage, except for utility and drainage easements.
From the ordinance
Lot frontage. The boundary of a lot which coincides with the right-of-way line or easement of an existing or dedicated public road, or, where no public road exists, coincides with the right-of-way line or easement of a public or private way at least 50 feet wide. A public or private right-of-way or easement may not be included in determining lot frontage, except for utility and drainage easements.
