From the ordinance
A preliminary master development plan (MDP) shall be submitted to the Director of Planning and Development. Ultimately, the MDP must receive administrative approval from the Director of Planning and Development and the County Administrator prior to any subdivision or development of property in any of the following zoning districts: RP, HE, MS, TM, EM.
