  • Accessory structures in the SFHA shall comply with elevation requirements, or if not elevated or dryproofed shall be limited to no more than 600 square feet in total floor area, not used for human habitation, and have flood openings.

    Development activities in Zones A1—30 and AE or AH which increase the water surface elevation of the base flood by more than one foot may be allowed, provided that the applicant first applies - with Surry County's endorsement - for a conditional letter of map revision, and receives the approval of the Federal Emergency Management Agency.

  • No cumulative increase >1 ft

    No new construction, substantial improvements, or other development shall be permitted unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot.

    New construction or substantial improvement of any commercial, industrial, or non-residential building shall have the lowest floor, including basement, elevated to or above the base flood level plus 18 inches. Buildings may be flood-proofed to BFE plus two feet.

    New construction or substantial improvement of any residential structure in Zones A1—30, AE, AH and A with detailed base flood elevations shall have the lowest floor, including basement, elevated to or above the base flood level plus eighteen (18) inches.

  • Space below lowest floor restrictions

    Fully enclosed areas below the regulatory flood protection elevation shall not be used for human habitation, only for parking, building access, or limited storage; constructed of flood-resistant materials; and have flood openings meeting criteria.

Until a regulatory floodway is designated, no new construction, substantial improvements, or other development shall be permitted within the areas of special flood hazard... unless it is demonstrated that the cumulative effect... will not increase the water surface elevation of the base flood more than one foot.
