Design
- Compatibility criteria
Uses and structures shall be sited and designed to be compatible with one another. Compatibility evaluated based on location, orientation, operation, massing, scale, and visual and sound privacy.
- Design Guidelines Manual compliance
All mixed use development should be designed, constructed, and maintained in conformance with the guidelines and standards set out in the 'Design Guidelines Manual' incorporated into the Comprehensive Plan as Appendix M.

- Alcoholic beverage establishments
Establishments selling alcoholic beverages shall comply with all rules of the Virginia Alcoholic Beverage Control Board.
- CUP for alcohol sales
CUP required for eating/drinking places selling alcohol if open after 12 a.m. and within 200 ft of residential, or adjacent to church/school/hospital/daycare, unless exceptions apply.
- Animal crematories
Animal crematories shall only cremate or otherwise dispose of animal remains. No human remains. May use alkaline hydrolysis.
- Animal obedience and grooming requirements
All instruction or grooming activities shall occur inside an enclosed building or yard completely enclosed by fence. No outdoor instruction earlier than 8 a.m. or later than 9 p.m. if adjacent to residential.
- Assembly use conditions
Assembly uses in multi-tenant buildings must submit certification of parking, noise attenuation plan, architectural seal, and certificate of occupancy.
- Conflict with South Norfolk overlayOverlay districtA second set of rules laid over the base district, adding requirements without replacing it.
To the extent that any use restrictions for the B-5 district conflict with the Table of Permitted and Conditional Uses in the South Norfolk business overlay district, the use restrictions contained in this Article 7 shall govern.

E-commerce 'last mile' delivery vehicle remote parking hubs shall operate in compliance with section 13-3000. Any use that cannot comply requires a CUP.

All activities, including storage, shall be conducted within a completely enclosed building.

No more than 2,000 square feet of floor area shall be devoted to laundering and finishing processes and no coal-burning or smoke-producing equipment shall be used.

- Minor modifications
Minor modifications may be authorized by planning director if not changing by more than 10% area, not increasing dwelling units, not changing building location closer to residential, not decreasing open space, not increasing FAR, etc.
- Motor vehicle repair facilities
Motor vehicle repair facilities (SIC 75) other than those within Fentress Airfield overlay district shall comply with section 13-2400.
- CUP for parking facilities adjacent to residential
CUP required if parking facility is located adjacent to property zoned or used for residential purposes.
- Permanent cosmetic tattooing in beauty shops
Beauty shops may offer permanent cosmetic tattooing and reconstructive tattooing as accessory service, operated in accordance with chapter 38.
- Probation/parole prohibition1,000 ft
Probation, parole and similar correctional services prohibited within 1000 ft of school, residential, child care, park, or religious property.
- Satellite wagering prohibition200 ft
No satellite wagering establishment within 200 ft of any lot line of property zoned or used for residential purposes.
- Solid waste management facilities
Solid waste management facilities shall be developed and operated in compliance with requirements of article II and IV of chapter 62 of the City Code.
- Tattoo parlor separation600 ft
No tattoo parlor shall be located within 600 ft of any other tattoo parlor.
