All satellite antennas shall be ground mounted at ground level pursuant to all requirements of the Virginia Uniform Statewide Building Code after securing the proper building permits and sufficiently secured to withstand a wind of 75 miles per hour, except such antenna four feet or less in diameter which is otherwise permitted by this section to be mounted to the roof of a building.
