The agent may require sidewalks on one or both sides of streets in residential developments having a proposed density of two or more dwelling units per acre and in commercial, industrial and mixed-use developments whenever he determines that sidewalks are reasonably necessary to protect the public health, safety and welfare. All sidewalks along streets, including all ramps for persons with mobility impairments, shall be designed and constructed to the standards of the Virginia Department of Transportation.
